Project ImplementationThe project will be carried out at five locations: Rovaniemi, Oulu, Joensuu, Jyväskylä and Helsinki. The pilot locations are situated in different parts of Finland representing disparate demographic features.Rovaniemi is located in Lapland, where it is the administrative centre. Oulu is the biggest town of Northern Finland, a major centre of technology. Joensuu is located in the centre of Eastern Finland, a rural district suffering from a severe loss of inhabitants. Jyväskylä is a traditional university town and a dynamic growth centre in Central Finland. Helsinki is the capital of Finland. In Eastern Helsinki, where the project is carried out, the rate of both youth unemployment and long term unemployment is high. At the pilot localities the project will employ at least 60 young persons or long term unemployed persons. The organisations participating in the project employ thousands of persons. Scientific research is a central part of the project, the aim of which is to investigate the central aims of the project. This is done at all project locations, from the start of the project. The research team is directed by professor Kyösti Urponen. The project has a legal adviser, professor Seppo Koskinen, who assists the project in practical legal matters and in the preparation of proposals for legal reform. The project has financial support from the European Union, DG V and the Ministry of Labour. |
